Time is entropy, or rather it's measurement. Interchangeable enough for our purposes though.
But time is a part of Creation. If there is no cause and effect, time becomes less relevant.
The Outsiders exist outside of Creation, outside of time and space. They existed before Creation began. I don't think they care much about time.

By the scope of the Outsiders that would be the White God, The Multiverse is basically just the White Gods elaborate trainset which he happily tinkers with all day to to consternation of his family and peers.
Lovecraft had it that the universe was a dream of the Blind Idiot God, Azahoth. If he were to stop dreaming...the universe would cease to exist.
I doubt this is the case in the Dresden Files, but if TWG is more like Azahoth than we suspect...well that changes things.
Considering that the Outsiders, the Angels, the older Gods like Zeus and Odin, and presumably some Demon Lords - all existed prior to Creation, one might ask the question about where they all came from? Who was first?
If "Before Creation" was a primordial chaos soup, then it isn't unreasonable to have them all related. Who was "first" is sort of irrelevant as time had not yet been invented i.e. everything was happening simultaneously.
However, I believe Serack was first to posit that there might be two poles of all reality - Chaos and Order. Considering Jim is a big fan of the Amber Chronicles, and has referenced them with his imagery repeatedly...come to think of it I actually believe he confirmed in a recent interview that his version of Creation is the same as Ambers in that there are two poles of Chaos and Order and every universe in the multiverse sits between them (to the point you would consider each a point on a spectrum, radio wave style).
This would suggest that TWG may have come from one pole of reality (Order) and the Outsiders from the opposite pole (Chaos). In the Amber Chronicles there is originally only the one pole - Chaos - and a rebel Chaosian goes and creates a second pole (Order) which in turn creates the multiverse as a by-product.
