Aha. I see... I see... armed with this additional information I think i may have found the rule reference then.

on 282, under "Transformation and Disruption"  first column, last block of text. This makes perfect sense to me now, as Thaumaturgy used to skill boost is absolutely transformative

Adding to this point, would you say that a spell to give yourself a non-physical temporary aspect (like Lucky) would need to take you out before it could take effect?

That's usually just an aspect, those are 3 shifts to create and +1 to make them sticky. Maybe more or less, if there are other circumstances to consider.
