Could use Alyx Vance from Half-Life fame?  You said you needed more mental bent characters.

Cortana won't work unless you include a way to make an AI matter in more situations. 

I'd avoid adding in Master Chief.  I love the character but....I think it'd be a poor decision.

Hm... I'd prefer to keep it to player characters if at all possible, but Alyx is a good option.

though, as I think about it, Tali isn't a PC either, is she?

Sure she is.

She is a Quarian race technical whiz.  She lives in a self contained suit to keep germs out of her body.

She is a fan favorite of the series mass Effect.  Even a romance option.  I was pleased to see her listed.  She is very mental and socially inclined.

She is actually more intellectual than combat based her man powers being based on de-buffs and hacking so unless you stat tec powers as some sort of magic she wouldn't be that effective in physical combat, she is certainly no Wrex.

The stats for Tali Zora seem fine to me; like I said, though, I'm unfamiliar with the game, so I have no clue how to work her in best.  Perhaps I'll say that she was working with a collection of random junk when she was brought in, giving her something to work with on the "building things" front.

Well, lets work on that then. 

Maybe I'll give her a combat trick too.  Like, intuitive understanding of firearms/high tech gizmos allowing her to make maneuevers or declarations better?

I like that idea -something like

Tech Sense: Tali'Zorah has an intuitive understanding for all sorts of technology.  She gains +1 to Assessments and Declarations regarding high-tech items, and +1 to maneuvers intended to place aspects on such items.

If we were trying to model her debuffs power from the first game I would use a modded of mana static (hexing) where you get to control who I would price it at about two refresh.  As for AI hacking that could be problematic I would probably just allow her to make scholarship based mental attacks on any robots that showed up (possible as -1 power) and quibble about taken-out results.
