Here's an oddball idea, compared to those above.

Start with Inhuman Recovery.  Then make it a zone effect.  Done.

So now you have a power that makes it so that everyone in the character's zone acts as though they have Inhuman Recovery, only while they are in the character's zone.

Balanced?  Hell, no.  Never let a player have this power.  But for a unique NPC ... sure, why not?  Refresh cost?  Well, with the caveat that it can't be used by players, the cost is somewhat irrelevant.  But adding AoE to spells is considered a 2-shift effect, and point of refresh converts to about 2 (limited) shifts worth of stunts/powers.  So that sounds like a final cost of -3 refresh.  I'd probably go a bit further and say that the zone effect applies only to the "Total Recovery" and "Fast Recovery" components of Inhuman Recover, not "Shrug It Off"; this helps prevent the cat from becoming combat equipment.  I don't know the myth, so I'm not sure what The Catch should be.
