Just a caveat I thought of, but if using the mook rules doesn't feel "Dresden-y" enough(Because Harry doesn't usually end up fighting groups of much lesser characters), try turning the idea on its head: Have the Mooks fight against a BBM(Big Bad Monster), basically getting their asses handed to them, and have the PC's try to save as many as they can.

Got the idea reminiscing about the "Loup-Garou vs Chicago PD" fight. Fighting against something big while trying to protect the innocent is right up the Dresdenverse alley.

Here he is. Huge, strong, tough good at grappling, slow.

Also easy to hit. Enough bullets will bring him down. If you don't like that, give him a stunt letting him defend with Endurance.

I made most of this up whole cloth, I don't remember much from the movie.

Thresholds also apparently aren't much of an issue since he stomped a church.
Violence is like duct tape.  If it doesn't solve the problem, you didn't use enough.

Well he's not pure spirit. That was the whole point of making the guys choose a form for him. Also, he's really Gozer, who we can pretty much go with being an Outsider in the Dresden Files universe. So... Out of the four ways a threshold can operate if you let him treat it as a block or a target... Well, umpteen tons of animate marshmallow are hard to argue with. Smush.
