Submerged level, right?

There shouldn't be a comma after Empathy.

Refresh should take into account the Pure Mortal bonus.

Not a huge fan of your formatting, but that's just me being picky.

The Spare Character Concepts thread on the Resources board could use this, I think.

The one issue I see is that there's no reason for her to have chosen human, or to be more appropriate it's not reflected in her aspects. Her background and rising story are all about her being fairy, it's not until later (when she's supposed to be who she is already) that we bump into aspects that suggest that decision, and there aren't any that talk about why. I would think whatever it was had enough impact on her life for her to make such a huge choice, it ought to be reflected in the aspects.

This is only personal preference though. Were I GMing and someone brought this character to me, I would be asking these questions.

yeah, this is incomplete though the "I Love My Evil Stepmother" aims that way, the "evil" stepmother being the human mother and only evil from the cliche fairy tale perspective
