Can you have an enchanted item that is also a focus?

Like a long coat that is a focus for doing veils and is enchanted to be armor?

I don't see why not.  Worst case you can have your focus been some small part of the outfit, like a button or something (they can be rings, after all).  I don't see any particular balance issues here.

I don't see any necessary problem with it, though I'm not sure if it's technically allowed or not.

I think both effects should be thematically connected though (like a defensive block/Armor function and a bonus to defensive spirit evocations, or a rod that acted as a focus for offensive fire evocation and had an offensive fire-blast enchanted item effect).

It is allowed. The Warden Sword (an enchanted item) has a note saying it can be used as a focus item as well.

Sure, though I would make sure to use the combined levels of power for minimum object size.
The coat sounds like a nice item to have...

I'd say a Focus Item would count as two Enchanted Item slots.

I would not do that.  Focus items seem to deliberately not have minimum size restrictions.

However, I'd certainly say you consider both together to determine how powerful a magical aura the item had.

Untrue.
Take a look at the table for item size in YS (page 281 iirc). There's a column for Focus item slots as well.

Ahh, my mistake.
