If you infer from the books it is not that they cant draw power but actually that the wizard is leaving some of their own personal power reserves outside.
If you're asking what the effects of using an enchanted item on a ward or threshold would be then I'd say it acts as armor (or a negative modifier), but it's very much less clear what happens when you bring an enchanted item through a threshold and then try to use it.
