Quick question on character class

Is a Focused Practitioner White Council material? Are they considered for membership in the council, or are they just told the Seven Laws by the wardens and under the council's protection through the Accords?

In my understanding, you have to be a full wizard for White Council candidacy.  It's a Good (Very Very) Old Boys Club.

I agree with this. From what I understand from the books, the White Council is composed of magic users who are very good generalists not specialists. It's like a large number of jobs. Those without more then one skill need not apply.

It is also my understanding that the White Council only accepts full on wizards. We've seen from the books several examples of focused practitioners who are afraid of the Council, who have been warned to toe the line. I cannot recall a single example of a focused practitioner who is taken seriously by the Council at large, never mind afforded membership.

At best, it seems that focused practitioners can hope for the respect of individual members of the Council.

I think that harry references it at about 1% in several of the books, so yeah...only full wizards.

Oh, they still have to worry about the laws. The White Council enforces the laws without regard to whether or not somebody is a member

Actually, I'm pretty sure you get the refresh penalties as long as you preform action's that qualify. Wizard or not.
