changelings if they start with the wizard package and a few fey powers thee pretty much over the top right away. Can we separate out the wizard powers  from fey powers and when they reach -10 fey powers they have made the choice.

What exactly are you worried about?

Adding the Changeling template to a Wizard (or vice versa) doesn't seem particularly unfair to me...

not unfair, but quickly over the top for the player wizard template already puts you at -7 a couple of weak fey powers and he on the side of the monsters more or less

They can generally abandon their magic and their changling nature, if they prefer to focus on different areas.

Although a fae nature could be very useful for a wizard. Superhuman toughness plus an iron weakness means 4 extra physical stress slots, enough to take a serious beating or to augment a lot of spells, at a 1 refresh cost.

It's an inherently Refresh-hungry concept. If you want to go for it, it might be a good idea to play above Submerged.
