I'd say it's impressively easy. Add an Aspect tag to the Rote: "Outdoors".
If you can't tag the Aspect, you can't use the Rote.

Ooooh this is a cool idea!
Myself: If I were in her(Murphy's) position, I would have studied my ass off on the supernatural and rigged up special weapons to deal with them.  Murphy on the other hand just plans to overpower bad guys with the angst of her short woman's syndrome and blame all resulting failures on Harry.

So you can add shifts from a targeting roll and tag aspects just can't change the base parameters of the rote...groovy...8)
"Brain Makes My Math Hurt" - me

"Eeyore is my Totem Animal" - me

I like this a lot.  Since it's a conditional Rote, you could arguably get some bonuses as well (or maybe the Aspect would cover that).

Indeed.

These are great ideas.  I'd never thought of tweaking rotes so much.  I may have to redesign my rotes more than I was already going to after getting another point of refresh.

Love the required tagging idea; that makes rotes more potentially powerful, yet relates them to the situation. In a way, this plays into why/how they got to be rotes: if PC X is "often in such and so situation" then it's not only muscle memory it's "psyched for the situation" sort of memory.

I almost think that Harry has a sort of rote (or maybe a self compel) to keep himself consious and fighting when damaged, since he's been in that situation .... often.

Nah, I think that's just an aspect he has; "Too ornery to die..."
"Brain Makes My Math Hurt" - me

"Eeyore is my Totem Animal" - me

"Pants are overrated!" - me

Let's not forget that Harry started out with a Conviction score of Superb, by the rules - I have a strong suspicion it's been raised once or twice since then.
And what does high Conviction give you, aside from free shifts of power to your spells? Ah, right, Mental Stress Track. :D

Considering the damage we hear about harry doing now with Forzare, I believe Harry is throwing out ridiculous amounts of power.

It really makes you think too.  Harry is in awe of the senior council.  He still is.

I think that the stats in "Our World" are waaaaaaaaaaaaay low by game standards.  I bet Ancient Mai could split a spell 3 ways and still completely destroy 3 vampires - full stress tracks, consequences and all.

Ebenezer threatens to kill Lara down to her over-priced shoes if she harms Dresden again, and she knows that he'd do it, too.  And from the description of that scene, it definitely wouldn't be that hard for him.  And if she's not the strongest single WCV, she's definitely in the top 5 percentile...

Ebenezer's kind of in an entirely separate league, though. I mean... Tunguska, Krakatoa, and that little incident with a formerly-orbital object turning some prime real estate into a fairly uninhabited impact crater...

On that note, I'd love to see Ebenezer, fully loaded for bear, grin at an adversary and say "I'm going to cast Magic Missile..." ;)

...he'll have to maneuver to generate an aspect of "Darkness", he'd need something to shoot into after all...or heck he can just make a Requirement for the Rote; "Aspect "Darkness" required...8)

And while he was doing all that, hopefully Harry would be rolling to get the aspect "Drunk" and "If there are chicks here I want to DO them!"

That's the aspect of "Dork"...

Of course if we want to go to other sources we could create more fun Aspects;
"I Sneak attack, with a ballista!"
"Brain Makes My Math Hurt" - me

"Eeyore is my Totem Animal" - me

"Pants are overrated!" - me
