Armor and Toughness Powers Stacking?

I was just wondering if there is a rule that prevents armor from stacking with the armor that toughness powers provides?

This is true.  It's not explicitly stated, but you always take the best armor value and do not stack them.  Generally, bonuses in Fate do not stack unless stated otherwise.

No, they don’t (unless a power says otherwise). You take the highest rating. That said, not all armor protects against all types of damage, so multiple forms may get you broader coverage without providing a numerically higher armor rating.
