I don't really like powers like that. More options = more power. So letting people make powers like that makes characters in general stronger.

Actually, that's part of the reason I dislike that sort of power.

Anything that makes stunts less useful to the supernatural set bothers me.

Stunts get the power that comes from a massive set of options. If powers get that, then stunts look a whole lot less appealing in comparison.

And anything that makes powers even more better than stunts than they already are can just go die. Grr.

My main issue here is why would someone who is a mortal want to spend 1 Refresh on a IoP w/ Breadth Weapon Power (of whatever flavor)  You are spending 1 Refresh for a pistol.  The real power of a breadth weapon (IMHO) is that, as a power, you always have it.  You don't need ammo, it can not be stolen or removed from you.

Thrown onto an IoP in a low-tech setting, it has worth.  In a setting where firearms are generally available, though, the only real value I could see is if the Item itself was very innocuous and would not draw attention if you were carrying it around.  And an ornate, jewel encrusted rod or such does not count.

Weapon 2 Pistol, free.  Weapon 2 ring, 1 Refresh.  Not seeing a good bang for buck in most circumstances.

I agree with you its not that efficient, unless your concept is bad at Guns, or if you think it makes more sense for your character to use a magical attack.  One of the other reasons is being argued in another thread and involves the benefits of using the Weaponry skill so you can use its trappings and stunts. 

Primarily I have been thinking of this to fit an Emissary character, with Ritual Crafting as it seems to fit pretty well and allows me to avoid Evocation which is quite a bit more versatile than I wanted.

And by 'not that efficient', we mean that it packs less punch, at shorter range, and with less versatility as compared to its closest competition, channeling, which itself pretty blatantly packs less 'bang for your buck' than evocation.
Even Chaotic Neutral individuals have to apologize sometimes. But at least we don't have to mean it.

If I had a character that could easily justify access to a firearm, I'm not so sure I would charge that character 1 Refresh for a IoP w/ a Breath Weapon Power attached.  I would give it to him for free as nothing more than a pistol of a different flavor.  After all, a guy that builds a character that has a pistol that can shoot various types of ammo doesn't have to pay for that pistol.
