So let them choose not to participate in the White Council.  The White Council will still impose their laws on them.  The Wardens will just keep a close watch on their activities to update that file I mentioned earlier, so they will find it *harder* to get away with schenanigans.  And while they are still *technically* under the protection of the White Council ... well, accidents happen, y'know?  And any time the White Council needs a fall guy ... well, your group has offered several volunteers.

Might want to encourage them to reflect their lack of allegience in their high concept ("White Council Escapee", or "Un-aligned Wizard").  That way when the White Council dumps on them (and they should, because those White Council guys are real SOBs, just ask Harry!), they at least get Fate for it...

How would anyone accept any of them to take the fall for the White Council? They are not members of the White Council. Mortal spellcasters are under the authority of the White Council, yes, but why would anyone outside the White Council accept them as White Council if they are not on the White Council?

With the war on, why would the WC be able to keep any kind of watch on their activities? They should find it easier to get away with their schenanigans, not harder. Accidents happen all the time, even to Wardens (or even Senior Council), y'know?

They might not be recognized by any outside force, but it should be easy for a traitor inside the WC to point anyone who is asking questions to those regarded as troublemakers.

Then again, they are human, they are wizards, as far as anyone is concerned, they are WC. Of course some supernatural forces might learn about their "condition" and try to take advantage of it, but without any reason to think otherwise, they could be regarded as members.

On the other hand, why should they completely reject the council? They could just be members on paper, simple as that.

The question, I think, should be, do you and your players want to play a WC centric game or not. If you don't want the council involved at all, just don't involve the council (or rather: don't involve them more). Just let them be gone and let their characters develop the way they seem fit. If the players specifically want to act against the council, then make that part of the plot.

I think it was PG, where Charity talks about the warden that came to the cult she was in. The only thing he did was to tell them the laws of magic and then he was on his way. You could do the same, maybe give them a contact "if they change their minds". If afterwards they chose to break the laws of magic, that should still have consequences of course.

I think that the GM should decide how the White Council would react to a powerful sorcerer in his game.

Would the rest of the supernat community treat a sorcerer with powers similar to a wizard as a member of the White Council?

No, that's not the sort of fall guy I was talking about.  Say the Red Court confronts the White Council about one of their members who was clearly killed by mortal magic.  Now, the White Court may or may not know who did it.  But the Council can claim that it must have been that ebil rogue Wizard who done it.  Or say there have been a string of mortal murders in a city, and it's clear magic was involved.  Is the White Council going to hunt for the killer among their own, fine, upstanding membership?  This is a clear case of a rogue sorcerer, and they know that rogue sorcerer's address.

So? Red Court can confront the White Council all they want, and the White Council can tell the Red Court to fly a kite as long as the Accords aren't broken. Remember the vampire-wizard war was not so much that Harry killed Bianca while he was not supposed to but he was dumb enough to leave witnesses. And the White Court vampires were stuck with accepting the duel because they were stupid enough to claim responsibility for killing members of the Order of the Large Pot.

Thus the question the GM has to answer or the player could probably Declare is whether a mortal sorcerer that isn't White Council can break the Accords or he can't precisely because he isn't White Council.
