Help me make this baddie

My group and I are getting ready to undertake a Dresden Files game. We haven't met for chargen yet, but I know some of e broad basics, and want to design an antagonist that will stand out some. I know the game is going to be set in Cleveland, and that they are going to make modified fantasy versions of themselves. Seeing as how we are gamers, they want one of our main locations to be a comic/gaming store... So we'll have a running theme of "imagination" going...

Through some device I haven't decided on yet, I want to have Victor Von Doom brought into their world. But not the older Dr. Doom version. Instead, I want the younger, college-aged, pre-scarring, more-magic-than-technology Von Doom. I can have a lot of fun with that, if the ideas I'm nursing pan out. However, seeing as how he's the first FATE character I've ever come up with, I need help generating him. So, whatcha think? What should his abilities be? His Aspects? Is this even a cool idea?

Well you could make it that Dr Doom is not the real Dr Doom, but someone has brought his character to life via magic.  So, say a budding wizard with no teaching has been practicing sketch o mancy.  Then you could even let the characters beat him multiple times at different points in his life as a super-bad guy.  You could even go so far as letting him die an obvious and gruesome death.  Keeping the group guessing what the heck they are fighting.

I'd just kit him out with thaumaturgy, high lore and lots of refinements for some epic items.

As for it being Dr Doom. Why not have it as a comic-obsessed wizard that has been turned down by one too many girls in a row and is now taking his angst out on the rest of the world. The obsession could allow him to try and wreak his vengeance as numerous comic villains - Dr Doom, Magneto, The Green Goblin, Venom, maybe Krang from TMNT or something equally ridiculous. He could be a fun recurring villain with aspects like 'Pride comes before a fall' as he narrates his plan to the captured players for the third time or 'capes are cool' so that he always wears the full ridiculous costume.

To make it fit even further, he could be an NPC that they sometimes talk to at the comic store :)

Without boring everyone with a long-drawn out introduction of what I am doing with my campaign, I will just give you this:

I am bringing into the Dresdenverse the Athenaeum, an organization which searches out secrets and determines which of those secrets should be known and which need to be kept in the dark.  In addition to this, they regularly deal with what are known as "bibliomantic aberrations" which are characters from fiction given form and function.  Traditionally, and coinciding with magic's general "older is stronger" modus operandi, these manifest from books and fairy tales, so characters like Mr. Hyde and Big Bad Wolf are on my list of "possible foes".  Additionally, I was toying with a story idea where a fledgling practitioner high school comic book nerd decides to utilize the forbidden magics that can bring these bibliomantic aberrations to life to "create" his three favorite comic book heroes to teach a group of bullying thugs some manners.  Of course, when the comic book world mentality runs smack dab into a more "real" world, things get ugly very quickly, but I am already digressing.

You could steal from that as you desire, however.

Thaumaturgy's a must.

For Power armor, I'd give him Item of Power granting Inhuman Strength and Supernatural Toughness. Those two things plus some Refinement, Enchanted Items and a focus on Crafting and you've got Dr. Doom.
