Statting an angelic interloper

Under most circumstances, angels are not allowed to act freely in the Dresdenverse. On the other hand, good does not equal stupid and when the Fallen break the rules and interfere, angels should redress that balance.
In this case, I wanted to introduce an angel in my campaign that intrfered directly without unloading any angelic power. When a dark sorceress cast a summoning ritual that failed and destroyed her mind, the angel who had foreseen the opportunity took advantage of a body without will and an open gateway to posess said body and use its abilities instead of using angelic power. Mostly. So, stats;



Mortal Powers [-8]
(the powers the posessed (but brain-dead) mortal has. Azriel uses them most of the time.

Evocation
Ritual: Diabolism
Refinement 3

Angelic Knowledge [-8]
(technically, using those is not using angelic power. 'She' doesn't unload any soulfire in the earth after all-she just knows stuff)

Sevenfold Gaze In addition to normal vision, Azriel can 'see' emotions, immediate intentions, supernatural power, tell truth from lie and sense good or evil. Her sense of "touch" has a range of 77 feet regardless of barriers; she automatically gets tactile feedback from that area automatically (this is a 3 refresh senses power)
Intellectus: Human Knowledge As all angels, Azriel has the ability to see reality as a whole and find answers to just about anything. Much like the Fallen, she is not allowed to use that knowledge while on Earth. She can only use any knowledge or skill a human being could conceivably have, at least in concept. Mechanically, she has 4 modular points that can be used for stunts instead of powers.

Angelic Powers [-11]
(these are the angelic powers Azriel is allowed to use while on Earth, but only in direct opposition to the Fallen and their minions when they are violating the rules)

Soulfire (soulfire is priced as -3 after reductions for Azriel host's magic)
Modular Ability: 7 pts (this reflects enhancements Azriel can apply to her mortal host, much like the Denarians. It is priced equal to human form + involuntary since they can only be applied to specific situations)
Nothing Remains Unchanged by the Words of Creation  Azriel can spend Fate points to use the Words of Creation in conjunction with her Soulfire and/or normal magic. This costs one Fate point per spell and, like the similar ability of the Swords of the Cross, satisfies the catch of any creature for that single casting. In addition, the Words of Creation can affect targets normally invulnerable or resistant to magic via other means.

I think fro the most part you actually overpriced her refresh cost, but that is just me.

No, all Refresh costs are precisely accurate,

Though I'd argue that she shouldn't have to pay the -2 Refresh surcharge for Modular Abilities twice, even if they do apply to different things.

Other thaqn that, that looks good to me.

What do you think about skills though? What skill cap / number of points would you give to a refresh ~30 character?

Probably Fantastic Lore, maybe another skill at Fantastic, three to five skills at Superb, four to six at Great and a default of Good in everything else.

That's how I statted the -28 Refresh Denarian with the Fallen in full control that my players had to fight, anyway.  :)

(For reference, the group of 4 Submerged Characters with 36 skill points each did win...barely).

Interesting. If I follow your suggestion, I can attribute 77 skill points. Seems appropriate.   ;D

Problem with powers is synergy. Some powers can make even a 20-point creature a nightmare. Others may make it cool but not that hard to kill.

Definitely true. As a Denarian Sorcerer, Saluriel had it's Refresh split between magic (full Evocation and Thaumaturgy, Hellfire, 6 points of Refinements) and the physical stuff (more or less idetical to Quintus Cassius as listed in OW). Still really scary, but a full -28 all in magic or physical stuff could've been a lot worse. Though they did bring Holy weaponry to the fight, which is what really won it for them, IMO.
