Scaling Up the Power Level

Hiya,

I was just wondering how you guys are planning to set up the power scale.  I assume you/one would set a base refresh number for a game and each player could then spend that currency down to a level that still gives him or her a bit of freedom to resist compels; and to 'advance' further each player would need to buy up their Refresh somehow - which could then be spent on more stunts?

If that's the case then surely everything should be playable for a certain level of Refresh?  Or is your view that every entity starts at a certain point on the Refresh Ladder and if that point is negative then they are forever an NPC?

Sure, everything's playable at SOME level of Refresh, but what mainly matters is what the game's refresh level is at when folks START. 

Otherwise -- yeah, you pretty much have the size of it as far as "power-boosting advancement" goes.
