My impression is that the Nevernever is a really big place. Very powerful forces (Winter, Summer, etc) carve out vast swaths of it, and those swaths respond to their wills. Since I don't think that space is as concrete a concept there, power over land is less an issue than it historically has been in the real world. Instead, if a being/group of vast power desires more land tacked onto their own, they can to some degree create more ex nihilo.
Then, points in the Nevernever tend to correspond with "appropriate" places on Earth. Our concepts of Faeries and such are connected to the creatures in the Nevernever which area associated with our physical location. Now, whether this is because their presence informs our beliefs, our beliefs form their reality, or some combination of the two, we have no idea. So, you'll get domains of fox spirits in Japan, but Faeries as we know them would be confined to different areas.
Again, all this is speculation.
