Sounds like it would be easiest to stat as a regular lycanthrope, add in Demonic Co-Pilot with "Rage" as it's pourpose. And if you would like more power pick up Modular abilaties and use it with whatever special effect you would like.

    But if (for some reason) the character wants this item to be permanent then you are looking at an Item of Power. Remember that a person can have more than 1 Item of Power but only gets the points from 1. So an Item of Power (+0) with out any powers attached to it would still have the base trappings of the Item of Power ( "it is what it is" etc.) A lenient GM may allow a person to be able to "Purchase" this threw an adventure or something similar. Also remember that an Item of power requires an aspect to support it. SO the real question boils down to just how important is this vest to your player? Part of his character? fits into an aspect? then item of power. If not then an item that needs to be periodically recharged. (either an Enchanted Item or sustained spell effect). To the best of my knowledge no other options are supported by the rules.

The ungrading of powers should be no big deal. On YS91 it addresses alteing character between sessions, if not between sessions, as a GM, I would rule that you would need the full amount of refresh for the new power to do the upgrade; i.e. you are wanting to upgrade from inhuman (anything) to Superhuman (anything), so to do so mid session I would require the full 4 points of refresh needed to accomplish this (or an inventive use of a temorary upgrade option) of course this would then free up the 2 points of refresh previously used to purchase the inhuman power. The power desription for superhuman powers clearly state that they replace thier inhuman equivalents.

how about a village of human natives of the Never-Never... Think like the patrons out of the Deathgate Series... They could be stealthy survivalists (Aeil) or enslaved to a fei lord... They could hold the source to many differant adventures and are unique and flavorful.

And mechanics for the narritive directly modifying your character. Not sure what other games your have played but in them it is extremely uncommon for the creation of the character's story to be the main aspect of character creation and then directly tie that into what your character can do in game. For most games that is just fluff. And I agree that most powergamers are masters of the rules and being a powergamer doesn't neccessarily mean that you are not a good gamer, but it does generally mean that your deftness with the rules is used to manipulate power levels (in game) to your favor.

Looks to me like you would be using:
   -2: Itemof Power (+2): It is what it is Armor:1-2
           * (-2) Channeling: (Elemental Focus) Better than breath weapon. Same cost for
                     a much more versitile power (2 free foci slots probably should be used in

           * (-1) Inhuman toughness & Inhuman Recovery w/ +3 catch
           * (-1) Echos of The Beast (your Element) +1 to perception rolls with the
                    Element, One trapping that reflects the element (Conviction w might
                    trappings for earth for instance); empathy w Spiritual Beings of your
                    element.

Here's a concept that might be cool for the earth character: Stat as above but his form of earth channeling in "Allowmancy" from the mistborn series from Brandon Sanderson (if you havn't read it you are missing out); you could make all the characters Focused practitioners with ancient arts thus giving them promenance in game (and maybe offset the power ranger thing :) )

I believe I would set it up as a normal Were creature with the hybrid form being the primary "were-form" then pick up a -1 upgrade to the Beast Form power simply allowing another form but I would suspect that the skill set of the Half-human form and the full animal form would be pretty similar. In that situation I would cover the having of 3 forms threw the use of character aspects.

I completely understand the concept and concern for balance between character concepts, but for me story and character concept is second only to everyone having a good time. Wich is what is so awesome about DFRPG, Story is king! My point was more that instead of creating a brand new power simply take what is already there and make it fit your character concept... I'm pretty sure the designers would be cool with it :) The trick is to make up a character that is so cool that the GM is like "Yeah man... I see how that fits. Looks good to me. Roll with it". The point where these types of power modifications fall apart is when you are dealing with a player who is trying to power game, or in other words is just building his character around power.

I don't believe that I would charge a refresh. I would simply treat it as a unique power using the mechanics of Incite Emotion as the mechanics of the new power. I believe that is the best way to maintain balance. i.e. to simply take existing powers and rework them to fit the story of your character. But, say, if I were to take a White court Vamp and give him/her the ability to use a different skill to control their standard set of powers with, then yes I would definitely require a stunt for the skill I would be using. You could maybe justify accomplishing the same thing with a unique use of the "Echoes of the Beast" minor power. Say a Vampire that focuses on feeding from minor talents therefore morphing his power into something more akin to sorcery or Channeling creating a type of focused practitioner. Taken to it's logical conclusion that could be totally awesome.

Seems to me like the simple fix would be to use Debt like in Sponsored magic and Demon Co-pilot. Rather than making it a hard rule use it to fule the story. Even using the Demon Co-pilot power to represent the Po (Beastil Demon) &/or The Hun (no compassion /humanity) would seem to work well. Existing mechanics should serve well for inforcing the goal of these two aspects. I would run the Yin/Yang dicotemy based on aspects of the character and the persons prefernce in his/her character. Also the GM could compel the character to take Living Dead as a temporary power with debt, especially when being taken out or force the character to take the power (like becoming a red court vamp or a changling no longer being mortal) as a resolution to being taken out.
      So it looks like it would work well if you would adjust the musts for the power to include "Demonic Co-pilot" and an aspect depicting the characters stance vs. Yin/yang balance. So I would go with: Demonic Co-pilot (-1); Human Form (Involuntary Change +2) affecting Living Dead (-1) & Gaseous Form (-3); Blood Drinker (Qi Drinker) (-1); Feeding Dependency (+1) affecting atleast 1 Inhuman power (-2) for a total of -6 Refresh. If you were to become an Emotional Vampire just do an aspect swap and switch out the bood drinker and Emotional Vampire powers.
    All in all I really like this. Thanks alot for posting the Ideas. This is a really strong concept.

I stated this power on "Incite Emotion". Base the emotion on "confusion" or similar and I would recommend using Conviction or Presence instead of Deceit or Intimidation, but at -4 Refresh (Incite Emotion -1; @ Range -1; Lasting Emotion -1; Potent Emotion -1; total -4) you would have a 4 shift mental weapon (that’s battlefield grade weaponry!) with a range of 1 zone that does not cause the character mental stress like casting does. Most things wouldn't last long against this. Options: +1 zone per additional point of refresh maybe pick up a stunt to allow you to "Spray" with the power as well. All in all a very powerful ability.

To stick with the blade motif you could go with a katar or a pata. These are both gauntlet type blades. As for the remaking of the blade. Well If the powers above deem it necessary I'm sure they can arrange whatever they want to. Especially if one or more of the blades are out of the fight and they are needed immediately.
