DFRPG / Need help with a magical Casablanca

Hey everyone!
Many months ago, my friends and I decided on making a casino in Ledyard, CT called The Sigil that is more or less a magical Casablanca. My friends have voiced an interest in using that location in our next scenario, and I want to do them justice. Could you guys throw some ideas my way? Here's what I have so far...
Once meant to be a haven for benign spirits and magical practitioners, one of the tribal elders exploited the Unseelie Accords to invite darker entities to take refuge. Once the casinos were built for the mundanes, their underground counterpart became a popular diversion for demons, warlocks, and other evil things or hapless mortal to gather and commune over a friendly game or two. Often, the stakes are usually things of great power or privilage.
John Ravensblood manages the casino, and his main concern is keeping the "money" flowing and the customers happy. (and the tribe Elders ignorant)
Aspect: Wretched Hive of Scum and Villany
I was thinking of making it more like Casablanca in that the Accords are for the most part ignored. The tension of being exposed could definitely be a plot point, but how much violation is too much and wouldn't make sense for them not to be exposed already?
