Well, Mab also told Lara that Harry was part of her house and not to eat that "porridge" or unlike Goldilocks the bears will have eaten you. Or something along those lines. I don't have my copy in front of me at the moment. And I don't think they can consummate the relationship without Lara addicting Harry.

I believe there was a WOJ(which I now can't find) that the favor was owed to Anduriel when she was first elevated to watch over the outer gates and she needed to be in two places at once and Lea wasn't her fill in at that time.

It could just be that Mab is far more strategic and she needs the accords or else  winter is constantly having to go fight vendetta battles when Mab needs everyone really focused at the Outer Gates

I just read that section again and it seems to imply Lara requested a binding alliance with Winter and that she be allowed to court Harry and possibly Mab jumped to marriage quite possibly to stick it to Molly at the same time she cemented a deal with the White Court.
