Yes, I can hear the "but".  You're thinking "But those laws only apply to people with magic!".  The thing is, you need magic to break the first 6 laws but the 7th law doesn't say you need to work magic in regards to the outer gates - just researching them is enough.

Also I would think that if a person has sought beyond the outer gates one can assume they have magic. The dark powers are always willing to help and all.

Masurao pretty much summed up the advice I would give. One thing I've had success with also is making sure that I pick one scene per session per character where I pick on one of the characters using compels making sure they get 2 or 3 fate points so they have them later when a bad shows up. It's made for some very fun times.

Not really.  Both Harry and the Gate Keeper put people to sleep in TC, the latter pretty aggressively (Harry has to ask for permission to keep Molly from slipping over the side of the Water Beetle and drowning).  Now, Harry is a Warden, and the Gate Keeper is senior council, so both probably have more leeway vis a vis the Wardens, but neither is an example of Lawbreaking powers-wise.

Perhaps but my point still holds. There's always more than one way to go about it and context can count big time.

There is often more than one way to go about things too. For example you want to use magic to put someone to sleep you could break into their brain and give them the suggestion that they are tired OR you could summon a small cloud of ether at their face. Both ways will get you the result one could potentially be construed as a violation of the law. A lot of emotional responses can be attained through simple chemical reactions that you could use magic to deliver, of course I would say a sufficient scholarship would be required with that method.

If you use a laptop like I do you can set up a roller that you can roll discretely. Alternatively you can assume the liars roll 0 (or more if you want a challenge) and set the difficulty according.

That's a good way to handle it if you don't know what you want to do. Fairies like to work their deals so they can keep people under their thumb and possibly work it for more debt if they can swing it.

I've allowed it in my game before. I tend to be a little more critical of how it's invoked than a standard character aspect but a sufficiently creative reason should be rewarded.

One thing I have been successful with in the recent past in a game was playing a switcharoo with the debt similar to how

. Over the course of the early game I offered a lot of inconsequential sounding deals to the PCs by various lesser fey. One managed to get into debt with one trading an answer for an answer (he thought he got off easy because he thought he knew what answer the creature wanted and it had no ability to act on it) then he got into debt with another trading directions to a destination for directions to a yet to be decided location (he really should have known better there). The fun part happened when a more powerful fey came along and forced the other two to trade their debts to him then used it to coerce the PC to give him directions to the location of a person the white council was hiding from him and the answer to how to get past the defenses.

i would blurr some of the names a little so that my players do not recognize them at once.

i would name "my" frankenstein waldmann - i seem to recall to have read somewhere that there was a dr. waldmann (or a similar name) that was one of the inspirations for dr. frankenstein.

Dr. Waldmann was Frankenstein's teacher.

Bah, why do people so often make scientists villains these days?  We need more good scientists, I say.

I understand where you're coming from but in fairness he doesn't actually practice science, he is actually a thinly veiled necromancer/biomancer who practices Science!.

Another thing aspects can do is tell the GM what the player expects from the game. Bringing in the "Will Do Anything For My Sister" aspect for example again, that tells the GM that there is a sister and she needs stuff.

Its because that trapping specifically states it only works against passive awareness, it's not good against investigation without the stunt.

What about spoored magic that is sponsored by the characters own arcane fueled self destructive behavior? Say perhaps a biomancer who can do alterations to their own body and others with thaumaturgy. Its a destructive process that takes it's toll and compels from sponsor debt come in the form of their own body failing them or wigging out on them somehow.

They're all outlaw degenerates anyhow; body armor would be the last thing for which any police would stop them.

Police aren't the only ones who could complicate a situation socially. People will remember seeing a guy wearing armor making them easier to find, kids think armor is cool which might attract innocent targets to defend. Lots of stuff to do if you are so inclined, just make sure it's interesting.

I assume that it does happen, perhaps often, and the reason you don't hear about it more is simply that it is as effective as you'd think.

Harry does talk about patterns in missing persons cases a few times. I think that kind of eludes to this happening at least occasionally.

I've been using Paranet as a minor faction, also set up a local group of changelings calling themselves The Troll Union (based out of Portland which has lots of bridges and lots of trolls).
