Well I think the Stand does not need to be a seperate entity mechanically speaking. As mentioned in battles between stands, its the stands that do the fighting There would be no need for a seperate stress track since the Stand and the user both take the same damage. All you really need to cover it would be a decent aspect and a reskinned Human form.

There no decent way to make  a template for a Stand since its powers are so varied. The best thing would be you post up what you would like a stand to and then people figuring it out.

For a very simple example (Everything here is arbitrary so please don't worry about the powers):

HC: Stand User
T:I'm Generic
other Ascpects: Space Filling,  My Stamp Collection is my Life, Paste Pot Power

Powers:
+1 Stand Summoning (The Stand Must be Summoned to use the Powers below)
-3 Paste Powers ( Allows maneuvers for glue based manuevers and breath weapon [Weapon:1] that adds "Glued" aspect
-2 Stamp Soiree (May move freely between zones with stamps in them)

Stunts:  
-1 Stamp Collector (Allows for declarations about stamp based history and +2 for stamp identification [uses Scholarship])

The Stand manifests as a collections as a semi-dried glue skeletons with an odd bit of paper here and there that moves around the body.

Out of curiosity, how do you come to your value for the Moonbow? Since you're not using standard powers with it, to my untrained eye.

I'd think it would be more covered by a stunt that is like Riposte except for spell casting. Harry definitely has one.

Well taking someone out mentally normally just drives them crazy and forces a concession. As to whether or not tearing out someone's soul would be lawbreaking the answer from me would be yes. It really depends on the flavor of the attack but it probably breaks the law against invading another's mind.

I am known in my gaming group for being unnaturally lucky with d6s. It is of course because I coach them and punish the wicked. If my dice roll bad I send them for purgatory. After a specified period they receive a chance for redemption if they fail they are sent to "Dice Hell" (Normally the microwave). That with some rotation normally you can weed out the under-performers. 

I am working on some way to work mojo on Dice rollers but no luck so far. They still hate me.

Well if we go with movie physics only the person that got kicked off the roof would take any damage and the kicker would be winded. Realistically they would both take similiar amounts of damage from falling but the kicker might get some cushioning from the kickee  in the form of some armor vs the falling damage.
