I would say IF the cause is right for the Sword he could pick it up and use it

Again taking cues from what didn't happen at the Red Court ball, I don't think this is necessary.

Anyone can pick up and use the Sword (as though it were a simple sword if nothing else) for any purpose, no matter how foul.

Dresden Files Accelerated has been finalized, with digital copies made available to Kickstarter backers.  It is set to be available to others in June.

Which book are you talking about?

If I am correctly recalling the events of the Red Court ball (and more importantly, the intended events which thankfully never came to pass), I do not believe this hypothetical WCV would be affected at all.

Without having more than 'a story from 2016' to go by, it's hard to tell what might have been going on.

Sounds like that should have been a simple Contest, possibly a Consequential and/or Extended Contest at most.

The only times I've ever seen Compels cause resentment were when someone at the table didn't understand that they could be negotiated as well as accepted/refused.

Like how a small fire can go wildly out of control if you're not careful.

Fire...or a strain of virus or bacteria.

The White Council would apparently need Mab's name. Ferrovax apparently wouldn't. So I'm guessing he's stronger.
To me, 'the White Council would need Mab's Name' sounds very near to 'Ferrovax would need to use fire'.  Knowing things, digging up secrets, is part of what the White Council does.

It says that if Cowl had succeeded on the Darkhallow, he'd be able to beat her too, without a truename and, presumably, Cowl would have become as powerful as Kemmler?
As powerful, maybe.  But, as I would argue, much less skilled with that power.  All of Kemmler's disciples seem to have been basically half-trained, at most, when it came to his particular teachings.

What of that post, then, were you using for the basis of your conclusion that Ferrovax is stronger than the whole of the Council?

Jim hasn't said too much about Ferrovax, but based on this I'm pretty sure he's stronger than the White Council as a whole. Or Kemmler.

Ferrovax is two steps down that list from the White Council (albeit all of them working in concert, and with an additional caveat).

I think this qualifies more as an 'intention' than an 'interpretation'.  It pretty clearly isn't what was actually written, and as you say, the writer admits to not having properly understood what actually made it into the book.

Effectively, then, this becomes little more than a Houserule Endorsed by the Writer.

Ah.  Yes, so far as I can tell, that is correct.
Perhaps small consolation, 'weapon ratings' tend to be much lower, and many characters might not have one at all (outside of the situational benefit of Scale).

'Weapon Rating' in DFrpg is just a special name for '+shifts on a success' in a particular circumstance (attacks).

In DFrpg, when you make an attack, you inflict stress equal to the number of shifts by which your attack surpassed the target's defense + your weapon rating.

In DFA, when you make an attack, you inflict stress equal to the number of shifts by which your attack surpassed the target's defense + a number of shifts you may be awarded on a successful attack from various sources - such as from one of the benefits of Scale (pg183), or from the Natural Weapon stunt available to Fae (pg158).

One is just a much more succinct way of saying largely the same thing as the other.

Third, for character sheets, obviously combat has been changed. Is combat now just a normal HP bar? Essentially, where you get hit and you take 1 damage for each shift versus how the system was before?

There are sources of '+shifts on a successful hit', for which 'weapon rating' is just a specific case, if that's what you're referring to.
