Keep in mind that a block goes away every round*, regardless of whether or not it worked.  Basically, it's a way to let you spend your action and your defense roll on not getting pasted to the floor, and pick the better result.

*Yes, I know that magic, as it does with so many things, lets you get around this to a degree.  That's why it costs a bunch of refresh, and gives you mental stress.

I think the reason Harry doesn't have a water heater is fairly straightforward: When something goes wrong with a computer, it goes *fizzttzz*.  When something goes wrong with a hot water tank, it goes *BOOM*.

Also, it's just a camera, so it won't see through human guise.  So for the most part, it won't catch anything out of the ordinary, unless there happens to be a fight in front of one... at which point it will likely get hexed into oblivion.

The more I think about this, the more I would want to require a stunt to justify it.  Something like

-1 "Hold me like you mean it."
You may use Deceit to defend against grapple attempts.  On a successful defend you may sacrifice your next action to place a tempory aspect on your opponent.

The intimidate equivalent might be something like "Get your [...] hands off me!"

A successfully established grapple isn't just "you grab them", it's a hold that specifically makes it hard for them to act/concentrate/whatever.

However, I'd totally allow a WCV to use Incite Emotion to defend against a grapple attempt.  "Sure you grab him.  After that it starts to get a little hazy..."
