I actually spent a while trying the homebrew a power to serve a similar purpose. One of my more promising ideas was to basically crib from guide my hand and let a fate point allow for a skill substitution for a single action, endurance as the substituting skill as I could not think of a better skill to represent great age. This model would probably cost the same as guide my hand around -1.

A different idea I had was to do something similar but with a higher refresh cost around -2 or so where you gain access to the skill substitution for the scene but at a penalty such as endurance-2. I never was able to solidify something good out of this however.

One thing you should focus on with your character is making him very good at assessments and skill based declarations, that is something that any Sherlock Holmes based character should use up to the point of abuse.

I came up with a similar idea to this when thinking of potential characters. Namely that a summer court noble created a Sherlock Holmes like illusion to mess with the head of some poor mortal. Due to the prominence of Sherlock Holmes in mortal culture the belief of all of the readers over the years centered itself on the simulacrum of Sherlock and allowed him to attain independence of the fairy that created him. The character would have had a mix of deceit and detection based powers due to his nature as a living illusion. Also his high concept would have been nicely alliterative, Seelie Sherlock Simulacrum.

I think that given the cost of true shape shifting it is not unbalanced. It costs the same as sponsored spell casting or thaumaturgy or evocation with a refinement, both of which lets you do a wide breadth of normally impossible things by having high lore, conviction, and discipline. And due to the 4 refresh you spent on the true shape shifting you will be worse at whatever you try to do than if you actually specialized, except infiltration and impersonation of course. The power you seem to be worried about just makes your character a competent generalist.
