The only time fate points exchange hands between players is when a PC compels another PC.
Well, technically PCs can't Compel other PCs. The player proposes the compel and pays a FP to the GM, the GM takes over the compel and pays out.

But, basically its the same thing.

I set out to build 18 NPCs and their character sheets and it has been pretty exhausting.

Oh, dear god. 18?!? Exhausting is right. My brain is exhausted just thinking about it.

The book has to have something on this...yes! Page YS327. Nameless NPCs, Supporting NPCs and Main NPCs, with On-the-Fly NPC creation on page YS330.

An Invoke is when you use a relevant aspect for a benefit or bonus. A tag is an invoke that doesn't cost a Fate Point. A compel is an offer from the GM of a Fate Point in return for allowing your aspect to complicate the fiction, in a interesting but detrimental way.

RPing it as a handicap isn't an invoke (no bonus). It's what we call a self-Compel, which GMs should generally reward with a Fate Point.

There's no mechanical effect from an aspect unless its invoked or compelled, but it should still color the fiction. The player might decide tan aspect stops him from doing all kinds of stuff that doesn't rise to the level of a compel ("I have to take the elevator instead of the stairs" is only a compel if taking the elevator leads to an interesting complication).

@wordmaker are you sure that's a house rule? We've been changing aspects like that since I started playing SoTC. Otherwise a consequence like "Bleeding out" gets kinda silly after a while.

I'm down for failure. In our recent FATE Core game (Think Steampunk Three Musketeers) out two PCs brought back the Tzarina of a nearby empire to seal a treaty in marriage. Problem: turns out she's an automaton and the Cardinal wants the wedding called off, which will plunge us into war. We square off in an argument against against an NPC that's a social monster, and both of us get schooled. Morgan's automaton soldier is able to use a free invoke to prevent being taken out, and concedes with a mild and a moderate consequence. I stay in the fight, taking a Moderate and then get taken out completely. It was glorious!

If the GM wants to save the NPC can't he just use the concession mechanic. It's what it's for, no?

That way you get to try to kill the vamp, satisfying your character issues and gain a Fate point. The GM concedes and the vamp lives to fight another day.

Going through with what I had in mind (opening the coffin and exposing the Vampire to sunlight) would lead to physical conflict, possibly resulting in one or two dead player characters.

Well, the rules will only take a PC out. It takes players to kill them. And they have the ability to concede before that right?

I'm having trouble seeing the issue, actually. Have the epic battle and then assess if the story is over or if there's any more meat in the campaign once the dust settles.
