Limiting the books was done at the author's requests. They do plan on being available throughout the conference to sign previously purchased books, they just wanted them limited at the official signing so they wouldn't get bombarded. Last year some of their hands were pretty sore...

As for the public signing, that's open to anyone. You don't have to attend the event to go to that signing. The parties are a blast though and your registration includes both Friday and Saturday night dinners. It's alot of fun. Last year they had over 200 attend.
