So, running water grounds out magic. Let's identify all the dos and don'ts.

Can you cast while on a boat in a still body of water? The water does move. How about while the boat is being rocked in stormy weather?
Can you cast under water?
Can you summon a spirit from the Nevernever and place it in a fish like form? Would the spell be instantly undone when you toss it into the pool?

How do we define a significant source of running water?

Basically I was working on a guy who could do ghost sounds, make people see things that aren't there, not see things that are there, change how they perceive things that are there.

Mac's Pub is designed to diffuse magical energies from large groups of grumpy wizards. One would assume, something could be done, faroday style, to allow a wizard to use advanced technology. Maybe, create a device that discharges magic pulses the way a computer technician can wear a static wire?

I plan on doing Raleigh, NC as it's got boatloads of history. The murder rate is way too low to Dresdify it. So I'm afraid my scenarios will end up starting out like Scooby Doo capers.

How bout a system where people dont obsess over numbers and percentages and crits all the time. Maybe, a system where you play a role, and do things besides kill things, and possibly use your head. I dunno, one can dream.

Just, please dear God stay away from D20.
