I'm curious if anyone has made a Daredevil type character for DFRPG?  My friend wants to make a character that is blind but not blind and a vigilante just like Daredevil.  How would you go about making this character?   What High Aspect (And Template) would you use?  Any suggestions would be greatly appreciated.   The campaign level I am running is submerged

That's pretty creative.  I'm guessing you made up the Red Court and the Court-Court.   If so, maybe you can give us some background.
