Title: question about a fist fight

lets say the attacker and defender tie in a fist fight The rules say the attacker must have something that changes the 0 to + like a weapon. Does boosted strength that makes your fist attack a weapon attack count?

Yes.  Anything that boosts stress dealt, such as Strength powers or stunts, would get through.

I'm not sure what you mean by "The rules say the attacker must have something that changes the 0 to + like a weapon."

Weapons do add stress to successful attacks, but if there are no weapons, the rules recommend changing a tied attack to a fragile aspect.

Strength powers do add a weapon value to Fists attacks.

A tie on an attack roll is considered a 0-shift hit. That means you hit with 0 + weapon rating + other bonuses. Strength falls under "other bonuses".
