Title: Question on the Killing Law

The game states that Refresh pretty much represents the soul.  If a human allowed themselves to get to 0 Refresh, like a serial killer or brainwashed super soldier or something like that.  Would that be considered a soulless creature for the purposes of the Law about using magic to kill?

For that matter, what about White Court Vamps?  They have souls...are they covered by the First Law?
