How would you stat Inhuman (and Supernatural and Mythic) Awareness powers? Like, something Sherlock Holmes would have access to so that his freakish powers of observation could be accounted for.

High Alertness, high Investigation, maybe some Stunts or some Supernatural Senses.
That ought to cover everything easily enough, I think.

But I'm not just talking what people could do. I'm talking supernatural boosts to perception. As in, people cannot normally attain them.

Even Sherlock Holmes is human after all. Maybe replacing scholarship for investigation and a few more stunts to buff this.
If you want a "people cannot normally attain them" power, that would be supernatural senses all right. A dogs sense of smell, enhanced vision to pick up microscopic clues, extra sensitive fingertips to feel the smallest details, and so forth.
Or you could take a look at psychometry.

Intellectus- cost= NFW
Know the answer to every question you think to consider.
Limited intellectus- cost= most likely a game breaker so depends how foolish your gm is.
Know the answer to every question about a single topic you consider.( ex. : pain, your backyard)
