A player disarms an Npc who's weilding some Super Powerful Sword.
So now everyone can tag the disarm aspect to get bonuses. On the NPC's turn, technically, he shouldn't be able to attack with his weapon without "picking up his sword" (countering the Maneuver).
Does the GM compel the NPC, giving him a fate point, or does the GM let the players do it.
(I used to just give the NPC the FP because it made the most sense that he couldn't attack, but the more I think about it, it seems like the kind of thing that players are supposed to do with FP's)

I'd require the players to spend a FP or use the aspect's free tag in order to trigger the Compel.
If they don't, then the enemy picks up his weapon fast enough that he can attack normally.

All proper Compels are handled by the GM in negotiation with the player of the Compelled character, which, for the purposes of NPCs, also happens to be the GM.
Compels may be triggered by players, by means of an Invoke-For-Effect, but, even in this case, the resulting Compel is negotiated and paid by the GM.

Right, but if the player has to pay a FP to trigger, the FP goes to the NPC. Although, I suppose it's just symantics; the player pays a FP to the GM to trigger a compel, the GM then "negotiates" the compel with the NPC (or other PC) and offers the FP which then gets accepted or refused.
So is there a time when FP's get transferrred directly from NPC to PC or vise versa or even PC to PC? Does it all go through the GM first?

FPs are only transferred directly from one character's stockpile to another when a player or the GM directly invokes an aspect on the second character for one of the more basic uses of an aspect, not for the triggering of a Compel.
