An idea I got earlier today. Try to give the various LotR characters their stats using DFRPG material:
Power Level: Submerged
Include Skills, Power/Stunts, High Concept/Trouble/Aspects, Stories if you Want. Write them as if you were creating them for a game.

High Concept: The Lord of the Rings (I really should of thought of this one )
Trouble: Bound to the One Ring
Other Aspects:

Controller of the Nazgul

Skills: Sufficient
Powers: Too many to list include Physical Immunity, Evocation, Thamaturgy,+50 refinement and Incite Emotion fully upgraded and some.

Statting them would be like statting Mab.

High Concept: Dwarven Prince
Trouble: Arrogant Stubborn Leader
Other Aspects:*Dwarven Pride
*Exile's Shame
*Tell our Foes nothing
*The Treasure is Ours
*Unite Against Greater Foes
Skills: Intimidation, Weapons, Athletics, Other Combat Stats
Stunts: Again, various combat (not leadership)- but good with impromptu weapons
Equipment: Orcrist, Shield, Axe

Hmmm, Gandalf was sent to oppose Sauron and given human-form. He definitely had vulnerabilities, but overcoming them was, of course, the real challenge. Tolkien's style of writing clashes with contemporary sword and sorcery style where at least passable descriptions of combat are offered to the reader, so we are left with examples from the movies or our imagination. Gandalf could not stand alone against a horde of Orcs, but he would certainly not wade into them with staff and sword. On the other hand, lack of discipline on the Orcs' part may cause them to rout before his Maiar fury...unless they are driven to victory by the will of Saruman or the Witch-King of Angmar.
That being said, the LotR Fellowship as PCs would require good rping and acceptance that one guy is playing Gandalf the Grey, Wielder of Narya and Enemy of Sauron and another is playing Boromir, First Son of Gondor whose Sword Is Of No Use Here.

Trouble: Loyal to a fault
Other Aspects: Stay True to Myself, Adventures Need Practical People, There's Always Hope
Craftsmanship, Conviction +5
Empathy, Endurance +4
Samwise is the true, unsung hero of the War of the Ring. His loyalty and strength carried Master Frodo through the darkest times, all the way to Mt. Doom. Samwise Gamgee is the ONLY mortal being to have ever given up the Ring voluntarily, without coercion, when he could have chosen otherwise.

Trouble: Enemy of Sauron [or really, just cut/paste his High Concept into Trouble also :)]
Now, Aragorn's Aspects are troublesome, because the bastard was just so awesomely awesome such that Compels to the negative are hard to come by...

I guess the most annoying thing about heroes of this caliber is that the "skill pyramid" becomes restrictive, so I'll just stop here
