Title: Focus Item Question

Quick nub question:

Do Focus Items have to follow that pyramid structure?  ie (+3 water offensive power, +2 water defensive control, +1 water defensive power), or can there be one item that's +2 water control (with no +1 item)?

i think not.

specialisations have to follow the pyramid, but not focus items.
