Okay here is character I have been trying to put together for an 18 refresh campaign with 60 skill points. capped at Fantastic.Mostly I need help with its skills, but I already have the powers worked out.
Powers:
[-1] Claws
[-2] Breath Weapon: Fire (Fire in Human Form is generated by the hands and mouth, in his Dragon transformation, just his mouth.)
[-3] Supernatural Senses: Broad Senses
[+1] Human Form
The above is what he has restricted to his Human From, in his Dragon state he has the following in addition to the powers above (minus the the Human Form of coarse.)
[-2] Hulking Size
[-4] Superhuman Strength
[-4] Superhuman Recovery
[-4] Superhuman Toughness
[+3] Catch: Vulnerable Underbelly (Something that can pierce his stomache [ie something sharp] is common so +2 and anyone who looks up mythology on Dragons could learn of this weakness so +1.)
[-1] Wings
Total Refresh: -17
What do you think people?

Broad Senses is only -2, actually. I'd also take Evocation instead of Breath Weapon. It's likely to be a more effective and appropriate version. These two nicely balance out.
I might keep Inhuman Strength and Recovery in human form, I just can't imagine a dragon not keeping some of that.
Personally, I might also drop Recovery to Inhuman, and buy a couple of Refinements for Evocation.

You could also forego a level of Refinement (and probably the Ring) for Beast Change, and get two entirely different skill pyramids for your two forms, if you wished.

I did it the way I did (the powers I mean) from the information on Lesser Dragons in Our World.It said breathweapon was a must as is superhuman recovery, toughness, and strength although I see why you did it that way. If you were to go with beast change, how would you do it?

Well, Lesser Dragons as of that also lacks a Human Form, so I think a bit of modification is in order. :)

In Dragon Form, shouldn't his might be a lot higher?

Possibly, but with the rise to Supernatural Strength and Hulking Size he has an effective Might of 11 (as opposed to 5 in human form) for lifting, which is enough to casually lift or break almost anything. If you want to be able to break anything, be better at Grapples, and use motorcycles as thrown weapons you can switch out Might to Superb and Endurance to Good.

I'd probably do Lore to Good, Endurence to Great, and Might at Superb.He IS a dragon after all, so he should be strong.
Ideally I'd like to give him Supernatural Recovery in place of Inhuman, and up his Strength to Mythic, I just need to figure out how to do it...

Well, you could take Feeding Dependency (Magical Energy) on Evocation and Refinement, that'd net you +1 and make sense (the dragon absorbs magical energy from it's environment, somewhat unlike a human caster)...
That and skipping Beast Change would net you either of the two (I'd go Mythic Strength).
How much do you need Broad Senses? That's the only other thing I can see dropping for Supernatural Recovery.

Now...that is a badass, presumably he should be able to eat magic (spells) tossed at him to feed his need for magic?
Mostly he is a physical fighter, so his skills should be optimized towards that.

If he successfully used Evocation to defend against or counter them? Yeah, that ought to work.
In that case I'll rearrange things a little. One moment.
EDIT: And rearranged. His defense against ranged attacks is a bit sub-par sans magic, but that's inevitable on a Hulking Size character without any speed powers and he's got the magic to back him up, which is cool.

How would you do a middle management level Wyld Sidhe Lord?

Depends on his thematic purview. Is he a lord of Crops, the Hunt, Craftsmanship, what?
A Baron in the Erlking's service is going to look a lot different from a Brownie Lord who works for St. Nicholas.
I'm assuming this, too, would be 60 skills, 18 Refresh?

Refresh and Skill Point range is right, I have him as a Lord of Warfare, Battle, and Violence.

I made a mistake as per my EDIT to my previous post, have him as a Lord of Warfare, Battle, and Violence not a master of the Hunt.
And as a Lord of Sidhe, shouldn't he have Greater Glamours?

Edited to be, well, what was requested.
And full Lords of the Fae might have Greater Glamours but it doesn't seem like it should be required for middle management in areas that are far removed from Creation, which War certainly is.

Cool thanks, much appreciated, the only two character concepts I have left for this refresh level is a True Shapeshifter, and a mage tha specializes in healing,mind, and illusion magics....
BTW if he were a lord of Good Fortune, Crops, and Wealth how would you change him?

The True Shapeshifter's easy, power-wise. The otheris interesting, but doable.
BTW if he were a lord of Good Fortune, Crops, and Wealth how would you change him?
His skills would be completely different, to start with. He'd have Greater Glamours and Sponsored Magic, but only Inhuman level Strength and Speed. He might well have an Item of Power, but it would do something entirely different (maybe provide the Sponsored Magic). He might also have The Sight and Sulgaze and maybe a few Mortal Stunts for Resources.

Awesomeness, with Fantastic Lore, the character gets 6 rotes.
Could you help me put them together please Deadman?
I would like a couple of Healing Spells one that can do a whole lot good and one that just takes care of relatively minor damage.
Next I need a minor Veil (like Harry's Notice Me Not effect he had on his hideout in Turn Coat) and a more powerful Greater Veil that she casts it and she dissapears.Period., and a weapon grade combat spell that she can defend herself with that works thematically.(Maybe a sleep spell or some such?)And to top it off, a shield for when she is unable to hide and needs to wait out an onslaught till her heavy hitting ally's arrive.

Note: Modified the character slightly so this works.
Rotes:
Don't Notice Me (6 shift Veil that doesn't give Perception penalties.)
Greater Veil (8 shift Veil, that doesn't give Perception penalties. Requires Veil Amulet.)
My Life For Yours (8 shift Reiki Healing Spell, requires Biomancy Bracelet.)
Choke Out* (Weapon: 8 attack.)
Illusion Effects (8 shift Maneuver, places two sticky Aspects on a Scene or individual.)
Force Shielding (8 shift block or Armor 4, often extended the next turn.)
Other Effects:
Healing Touch (Replaces a 5 shift Scholarship roll to provide First Aid.) Casually controllable.
*A properly administered blood-choke (which is to say one that cuts off blood flow, not air flow, to the brain) will knock someone out in less than ten seconds and have no meaningful chance of killing them or otherwise inflicting permanent harm. It does require a precise understanding of how to do it, but this character is a Biomancer. This Rote does it telekinetically. It's the Special Forces version of a Force Choke.
