As others have already said it is the easiest and makes the most sense to just take thaumaturgy, specialize in crafting and take refinement as many times as you can for 4 enchanted item slots each time.  Beyond that it's entirely up to you how you want to stat the armor.  From the second movie I'd use something like:
(assuming 3 refinements and superb lore)

Enchanted Iron Man Set (16)- Base power, lore + 1=6
(3)Wrist Guards (plasma cannon) (weapon 6, uses: 5)
(3)Gloves (Laser Beams) (weapon 9, uses:1)
(6)Chest (armor) (Block 10 or armor 5, uses: 5)
(2)Boots (flying) (Wings, Effortless Movement, uses:9)
(2)Potion Slots

Items:
Iron Man Suit- Armor 2
Mini Gun- Weapon 2
Mini Rocket (3) - Weapon 4

These don't quite work mechanically, with the listed costs, they should work like this:

(3)Wrist Guards (plasma cannon) (weapon 6, uses: 5)
(3)Gloves (Laser Beams) (weapon 8, uses:1)
(6)Chest (armor) (Block 10 or armor 5, uses: 3)
(2)Boots (flying) (Just don't work, Flight will need to be rolled into the Item of Power. On the bright side, these slots could be used to raise the Laser Beam back to Weapon 9 and the Chest Armor back to 5 uses).
(2)Potion Slots

woops.  I keep miscalculating those.  I wasn't sure if the boots would be allowed.  Someone else had given enchanted boots the ability to move an extra two zones without penalty which is what effortless movement is so I thought it was allowed.

I'm pretty sure whoever did those boots was either House Ruling or mistaken about the rules. And none of the problems were that more than a single slot off, it's not really that big a deal.

I wasn't houseruling, I was just making a magic item. It didn't actually allow you to fly, it was just a 3-shift move. It basically was to allow you to bypass certain boundaries.

I based it off of the escape potion, which allowed for certain amounts of "free movement." So I made a minor item that allows the same basic thing as a supplemental action.

Instead of using your free 1-shift move, it made it a 3-shift (or something similar).

Ah, then the interpretation was somewhat faulty.

Either way, what's actually wanted for the ability to fly is the Wings power, purchased as part of the Armor's Item of Power portion.

This is true. Seeing as how most combat would, in theory, be ground-bound, I figured the ability to use the "flying boots" as more of a "jump jet" to allow for ease of movement would work better. Less refresh cost that way.

However, if actual flight is wanted, you are indeed correct.
