What are all of Mother Winter's duties and other questions

1. As powerful as she is we really don't know much about all the things she does.
2. Has she ever chosen a knight? If so good gravy, why?
3. Since she's been linked to Skuld has she had a hand in Harry being a starborn?

If Mother Winter started out as a Winter Queen, then you would think she has chosen a Knight before.  Who knows? She may have picked the first one.

As far as her having a hand in Harry being a star born, we don't know enough yet to say.

1. That is by intent, I think.
Partly, Jim doesn't want to tip his hand.   Partly, Jim likely hasn't decided, and wants to keep his authorial options open.  And partly, our "unreliable narrator" Harry has no way to actually discover all the Mothers' secrets, powers, duties, etc... and it'd likely drive him gibbering back to the basement under the castle, if he ever did.

2. We don't know; as Mira points out that seems likely from her pre-Mother days (which I think she  did have a stint as Queen).

3. I think Harry was Mab's manipulation.  Maggie Sr. semi-befriending (and getting a Faerie-Godmothership from) Mab's Handmaiden seems far outside the realm of chance.

I think that'd imply that both the Queen & Lady were out of commission; or possibly so new that their judgement was unreliable

Consider the phrase "power has purpose".

I think given the level that Mother Winter exists on i.e. there is only one Mother Winter in all the multiverse, and she ranks around the same level as Archangels and Greater Gods (to use the old D&D scale), I would say that much of what she does is at an environmental level. For example, the fact that entropy and fear and savagery exist in all these many universes. She is powering all of that. Or perhaps not simply powering, but a result of that. If you really think about it, what she is "doing" is constantly shown. Harry just isn't looking that deeply. She is the "Unmaker" after all.

I bet she has chosen a Knight, although I don't believe Jim has ever hinted at it. But probably the most savage and psychotic Winter Knights were probably hers.

To number three, I think the answer is more complicated. The whole bit in Cold Days where she and Mother Summer argue about who's weapon Harry is, and who's world it is etc. Yes, I think Harry is her weapon in that he is an agent of destruction. Whether she was more directly involved in the Star Born part is harder to know - although given that a large part of her purpose is to fight Outsiders (or provide the multiverse with the power to do so, in the form of the many Winter Courts) - I would say it's highly likely.

Yes, I think the answer is very complicated indeed, or paradoxically so simple no one has figured it out yet.  Destruction is a scary word, Destroyeris a very scary title, however it doesn't have to be a bad thing, it all depends on what is being destroyed.  I think Mother Winter is a destroyer, but winter's destruction also makes way for life in the spring.  That's why the two Mothers live in harmony in one cottage, they balance one another.

I think I recall some WoJ-ish hint that the Mothers were once a single being, who accepted the current state of duality in order to fulfill the Creation-protection duties the Fae currently serve.

The Mothers still remember this -- they aren't just peers, partners... they are one.  They share the same purpose, the same goals.  It's only in their methods that they differ.
