I assume Harry as Star Born has the power to wield Outsiders including Nemesis in a way that could risk destroying the universe. Becoming a Destroyer. I think that's what Morgan was afraid of.
My own fantheory is that "Destroyer" is simply any Starborn who uses their unique powers for entirely selfish reasons -- summoning/controlling Outsiders as weapons, as threats, etc. Then just sending them back, purpose accomplished.
However Destroyer doesn't have to be selfish or evil... A Destroyer can destroy evil for example. We seek out destroyers of disease is another example..
