Let's say we're Harry & Co.  What does the BFS do, and who joins and does what?

Actions:
Work closely with S.I. (Maybe all of Chicago P.D. and other mortal authorities now).
Broad based supernatural P.I. services.
Recruit and train practitioners. Low level and Council level because Harry's now in competition with the White Council. Might as well steal/indoctrinate their recruits before they get the chance. If a Council level talent learned the various areas of the art from subject matter experts, they might end up way better trained than the traditionally trained Council members.
Networking.
Rehabilitate warlocks.

The staff of the Arcane (which sounds like a cool name for some legendarily powerful wizard's staff)

Can you imagine how the Council would react if Harry worked openly with the authorities and the press, recruited wizard level talents, sheltered warlocks, and had two bases of operation that were at least as hard to breach as Edinburgh?

  The warlock bit is tricky though, fine line between a kid simply making a mistake out of ignorance, with a new born talent and one who has made a habit of it.  The former can be redeemed the later cannot and the Merlin was right about them.

Sure. You'd have to be careful. But I think Harry has a tool that the Council never used. Imprison every warlock you intend to rehabilitate in Demonreach so they know the suffering they have caused. Teaching Molly that what she did was wrong was one of the hardest things for Harry to get across to her because she was "helping." Once a warlock's been imprisoned in Demonreach, they're probably much more likely to live a virtuous life.

I'm updating slowly but surely. I'm not sure about Genosa, Valmont, or others not in town.  Elaine was included because she's been to town and worked with some of them before and is likely to contribute.

The Twyg, I'm not sure they'd enter a formal alliance with an informal faction in Marcone's official territory.

Georgia is training to be a psychologist, she would be a good choice to help the kids in a Demonreach to rehabilitate, and to help those not so far gone  through the BFS. I would expect the Paranetters to help identify major talents early to allow them to be taught before they go off the rails, so there should be less as a consequence. Basically Harry is in the position to compete with the White Council in North America, but nowhere else yet.

This means at some point the North American Wizards will need to choose.

You left out money. Harry is likely to use at least some of his diamonds (and probably Murphy’s) to endow the BFS, and I do believe that someone like paranoid Gary who is a low grade oracle can make outstanding investment decisions. Frankly if Harry let’s a Paranetter make investments for him, he may soon amass a fortune which would allow him to make serious investments, like taking control of a local pizza delivery chain, which would indeed make him the Za Lord.

@Conspiracy Theorist: Basically yes.

I didn't touch money because it's so vague as to how much money the diamonds are worth. Trillions, billions, or millions? Also, as Harry has said, money is just a substitute for power. One can get you the other.

I don't think Tera cares enough to join.

Keep in mind that when Marcone left, he took everything except the walls.  furniture all that so the armory is empty and no beds couches etc.  Harry has to start from scratch.

They need to establish a Fraternity/Sorority House for new werewolves at the university, Lambda Alpha Lambda (for wolves in sheep’s clothing). Georgia’s parents are loaded, and the Alphas have been traditionally guardians of those who award Sheepskins.

With the Paranet a lot of minor practitioners are going to choose Chicago for college, so you are going to get recruits across the US.

The Alphas were all minor practitioners whose talents bent this way, they probably all recognised each other on a subconscious level (pack mentality). They have independently of Tera learnt to speedheal themselves from some injuries, so they can probably teach having learnt from the real thing.

    Please provide cite "were all minor practitioners whose talents bent this way." They learned the transformation. It's not clear any of them were minor talents before that I am aware of.

    The huge werewolf population of Chicago would argue otherwise. They are Paranetters which means minor talents, for vanilla mortals the only option is Hexenwulf.
