Meh, it depends on context. If you are doing a work about Queen Victoria I would bet that most characters are noble, except for some trusted servants. If you do your work in the same historical period but about Jack the Ripper, it would be difficult to find one noble person. I wouldn't have problems with any of those scenarios.
