Item of Power question

If a PC has a matching pair of weapons that he uses in each hand (pair of hand axes, short swords/blades, etc.), is that one Item of Power or two (yes, I'm aware that if two, the 2nd IoP gets no discount)?

Depends on what you want it to be. It could be 2 items of power and the character is lucky to have them both, or they are a set so wielding only one of them would do nothing, only using both together unleashes their power.

Each can be true. Even both at the same time: Each weapon has an effect in itself, but using them together unlocks an additional power.

Really only up to you.

I'd stat each sword out individually.

For the purposes of stunts, he might have to decide which is the 'main' weapon.  Although, I don't think it matters much.

This way, if he looses one sword, he can mark off the powers he loses.

Alternately, you could say he gets no powers unless he has the pair.

Or you could stat them each with their own powers and attach a few to a limitation that requires both swords. (as Haru has pointed out.)

-5 Iop swords +2 (obvious) Total refresh cost: -3
    -2 Inhuman swordsmanship
    +1 limitation (only applies when both swords are wielded together)

Sword (Snip) -2
-2 Inhuman Speed

Sword (Cleave) -2
-2 Inhuman Strength

There's not really a right or a wrong way to do this. So don't overthink it.
