Runic Magic upgrades

Can Runic Magic as written up under Old Powers be upgraded with Foci or Refinements?  Since the price of -4 Refresh gives 12 slots, I'd assume that a -1 Refinement provides three (3) more slots.  Is there a link to this topic?

Just like any other Sponsored Magic, you can take Refinement for item slots at the normal rate (2 focus slots/4 enchanted or potion slots). The extra starting slots with that power are part of the "Extra Benefit" that Sponsored Magicks have.

Closest thing I could find is this.

In the unlikely event that I ever used that Power I'd go with dragoonbuster's interpretation. But you're in house rules territory here, so there's no perfect answer.
