1) White Court vampires are born into families. Can a non family member be turned into a WC vampire outside of some major magic?
No.
2) Red Court vampires can be made by feeding upon mortals. Does this require giving RC vampire blood to the human they are feeding upon/trying to convert? We know that once a RC infected makes there first kill by feeding they completely turn. I assume RC vampires cannot mate with other RC vampires or humans to produce children like WC can. (Obviously RC infected retain enough humanity for this to happen)
You're right in that assumption. The RC creation process seems to be something to do with its nobility -- either you need a particular strain, or just the permission of having that nobility. While we haven't seen the process, it probably involves feeding the human victim some of the vampire's blood.
3) Black Court vampires are made by feeding on someone till they die but I'm not sure beyond that. I need to reread Dracula at some point and do some research. Thoughts?
The feeding doesn't seem to be necessary. In "It's My Birthday, Too," one new vampire just had his neck snapped, and they were all created
way too fast for her to have fed that much on all of them.
Creating a Black Court seems to be as simple as, "Get killed by a Black Court."
