It really depends how you count it:

Storm Front:
Kalshazzak:  Is he considered '1' or '0' (Harry "took him out", but he didn't actually die).
Scorpion:  It's a construct, so never really alive, but maybe counts?
Victor Sells:  Technically, Kalshazzak got him, not Harry.

Total 0 (0-3)

Fool Moon:
McFinn: 1
FBI agents: 0?  Technically they killed each other, with Murphy picking up the spare.
Street gang: 0? 

Total 1 (1-3)

...I submit that it just gets more complicated from there.

Good point.  But McCoy's been wizarding since 1812 at least, and has had considerably longer to amass his body-count, and as the Blackstaff a freer hand in doing so.

If we're talking about who has the highest bodycount outside of Harry I'd like to nominate Tessa for the Black Death and IIRC the Rwandan genocide (among other things).

For that matter, Nicodemus has been around longer than Tessa, and he's tried to go the plague route at least once in modern times.  Who knows how many he was involved in.

And can we discount any of the Vamps?  I mean, the Red King has to have a massively impressive kill-count.  Think of all the sacrifices over the years, and he suffers from an abnormal bloodlust as well?  That guy has to be up there in individual/commanded kills.

Individual kills is probably Ebeneezer, but we don't know how long Kincaid has been around, do we?  If he's been around a couple hundred years, he's going to have some impressive numbers.  Maybe not on Eb's level, thanks to some of Eb's bigger hits, but personal kills?  Maybe near the top.  Along with Mavra.

Don't forget that no matter what upstart being might be trying to up their numbers, I'd think the Queen of Air and Darkness, the Winter Queen would have taken out more folks from freezing related deaths than anyone.
