i want to make an item of power,  a bow that shoots arrows that inflict fear(mental stress) similar to incite emotion at range.

It could work, though I'd suggest having the Incite Emotion effect be the basic manoeuvres/block rather than mental attack. That way you don't have to deal with the problem of whether to do two types of damage. It could also work as damage replacement for the bow's weapon rating, if that doesn't work for you, allowing you to use Incite Emotion through Weapons rather than Intimidation (possibly a bit broken there, if the player is a bit of a munchkin).

Quote
Item of Power [-1]
Name: Terrifying Bow
One-Time Discount: You regain one point of refresh for externalising Incite Emotion in the form of the Item of Power.
It Is What It Is: The item is a bow and arrow set and as such has its own weapon value independent of its supernatural nature.
Unbreakable: This item cannot be broken, save through a magical ritual predicated upon perverting its purpose.
Imparted Abilities: This item loans the abilities Incite Emotion [-1] and the upgrade At Range [-1].

Okay, two custom Powers spring immediately to mind. Incite Effect, and Spiritual Attacks, which i've spoilered below for your convenience.

(click to show/hide)

I would probably go with something like a bow IoP (Which I personally put at a +2 rebate) that grants Incite Effect (Fear, with Bows) (Range, Mental, Potent). That gives you a total of -2 Refresh, Weapon:4 attacks with Bows that inflict mental stress.

Would you defend with athletics or discipline?  I see dodging the arrow as being an athletics roll but avoiding the fear effect as a discipline roll.

I would allow you to defend with either, were I GMing his game. RAW, it's dodged with Discipline.

Yeah, RAW it would be Discipline, although I could easily see this being an externalized Incite Effect with the At Range, and Incite Mental Effect... although I would probably reword Incite Avoidable Physical Effect to include dodging with Athletics since this is specifically arrows from a bow. It really could go either way (mind arrows so dodging with Discipline), but it really would be up to the GM.

Given the whole "is it physical or mental stress" thing, I'd go with the example of Addictive Saliva and make the bow's power allow you to pass up dealing physical stress in exchange for mental stress. (Just like a RCV/RCI can use its claws instead, you could still shoot normal (physical stress) arrows with the same bow.)

Bow of Horror [-1]
It Is What It Is. It's a bow (Weapon:1 attacks, with a range of two zones, if you have arrows).
Heart-Piercing Arrows. When attacking with this bow, you can choose to pass up dealing physical stress as normal, making a Weapon:2 mental attack instead (with a range of two zones as usual). The bow can be used in this way even if you don't have any arrows.
Indestructible. The Bow of Horror can be broken only when fired at a creature that feeds on fear (such as a Malvora White Court Vampire or a fetch) by someone possessing True Courage.
Purpose. The purpose of the Bow of Horror is to spread fear; this may lead to Compels on the wielder.

Hmm, that may be too good. A bow should really have a range of two zones, and I was thinking [-1] to change to Weapon:0 mental stress, [-1] to increase to Weapon:2, and [-1] to fire without arrows, [+2] IoP discount -- but this is still better than Incite Emotion (At Range, Potent Emotion) in a [+2] IoP, which has a range of one zone.

...But [-1] of Incite Emotion's cost is the ability to do blocks and maneuvers, which isn't available with this, so I guess it's good after all.

Thoughts?

There's a 2-point discount for IoPs like bows. -1 refresh total seems fine, whether you price "Deal mental rather than physical stress" as -1 or -2.

There's also the option that if you want the option to deal both types of stress that the defender gets their pick of defensive skill (like the arrow covered in fear venom). "What's good for the goose" and all.
