For example, I realized I needed a new character about chapter 13, so I went back, added him to a couple of earlier chapter in the outline, estabishing his presnece and added him to the story. Now he's part of the story and doesn't feel tacked on at the last minute.

Thing is, something on that scale, I more often than not don't figure out without actually writing Chapter 13 and noticing something is missing and then having to do the backfill.  Doing this with complicated political stuff is hard, particularly when you want your setting to have at least three major political divisions over issues that do not map directly onto any contemporary issue.

3 am Saturday, figured out a new structural skeleton to overlay on book #1 of TIWTBWO.

Getting up to apply it then would not have worked even if i hadn't been up to my eyes in not-technically-a-convention  this weekend.  Feh.

It sounds like you're getting close.  But you've been close for a while.  Have you considered after this latest round of revisions, starting a new series?

After this round of revisions I am going back to the series of which I have written two and a quarter novels and hopefully finishing the trilogy, is the plan; which will be minor tweaks to the first two based on new reader comments and things that have shown up over the past few months and then full steam ahead. (Always subject to the needs of the service actually selling something and having editors want changes with more urgency than that.)

No writing Friday because severe headache, but this afternoon and evening, through reworking of several more chapters of TISBWO.  that is seven chapters done out of 36.

I think I have the structural skeleton for TIWTBWO #1 fixed.

These are fiercely political books. (In the sense of having complex and involved internal politics, rather than mapping simply or directly onto any real-world political divides.)  I have come up with the matrix of six axes their diplomats use to assess the political position of newly contacted worlds, and I see where in the story an example relevant to each axis of variation fits, so that gives me a structure. (My protagonist, fwiw, comes from the perspective that that model makes for pretty graphics in the reports you have to hand in after making contact but is of little practical use with the immediate details of any given situation.  And I very much intend information about the political axioms and assumptions of the wider setting to come across to the reader in what sorts of variation those six axes don't cover.)
