Regarding Evothaum and how it interacts with foci- Does it use Evocation foci specialties (power and control) or Thaumaturgy specialties? (Complexity/Control)

Depends on who you ask, but I'd be inclined to go with Evocation Foci.

I'd say either/or depending on the spell.  Probably evocation foci though, particularly if they're meant to work evothaum.  A Lore foci ups the complexity of what you can cast as evothaum though, and your regular thaumaturgy, so there's that.  Unless I've misunderstood something.

My take:

I really don't think it depends on the speed, I think it depends on the spell.  If your doing a spell that only thaumaturgy can do, then I'd go with thaumatugy, regardless of how quickly you do it.

There are no rules on this.

I would suggest using Thaumaturgy bonuses. I use Evocation bonuses in one of my games, and since I have a PC whose evothaum is better than their real thaumaturgy that produces some weirdness. Using Thaumaturgy bonuses would have dealt with that weirdness quite nicely.
