Question about Psychic Powers

The psychic power upgrade Master Dominator states that, "If you take this upgrade, increase your psychic attacks to +2 stress on a successful hit...". Does this bonus stack with the fully upgraded Incite Emotion power? The Potent Emotion upgrade puts the mental attack at Weapon:4. If they stack, would this get bumped to Weapon:5?

Probably not, you could use Incite Emotion to set up a maneuver for Master Dominator, and maybe vice versa, but usually they are trying to accomplish different things.

Nope.  As your quote states, it increases your attack "to +2 stress" not by +2.  Compare it with possession for the difference in phrasing.
